The screenshot was taken using Jay's ENB and Confidence Man's Weather Configuration as well as texture replacer mods like NMC's texture pack, Millenia's Weapon Retexture Project, Drumber's Fallout Character Overhual and many more!
The screenshot was then taken into photoshop where I tweaked the contrast and brightness and I also saturated all of the stars and neon signs independently from the rest of the photo so that they would really "pop". The smoke coming from the gun was also added in through photoshop.
